Mr. David L. Stephens founds D.L. Stephens Contracting Niagara Ltd.
D.L. Stephens Contracting Niagara Ltd. purchases the remaining assets of Capital Paving Ltd. and moves the operation to Puslinch Township.

City of Guelph Power Failure Crisis - Capital Paving shuts down operations for three days to provide the municipality with generators for after-hours use in the city's sewage treatment plant.
In partnership with Dufferin Aggregates and a team of local organizations, Capital Paving embarks on a community project to restore a breeding ground for brown trout. Capital is the recipient of an Environmental Achievement Award for work on this project.

The Trillium Award is given by ORBA's Ontario Asphalt Pavement Council to recognize plants that go above and beyond the already 'gold' standard required by industry regulations. This award sets the standard by which all others are judged; good plant operators who are also good corporate citizens. Trillium Award applicants complete a rigorous assessment process to meet high standards in appearance, operations, environment, safety, and community relations.

Each year OAPC presents Plant Safety Award Certificates to each hot mix plant that was accident-free for the entire year. As well, special plaques are presented for five-year and multiples thereafter of five years (10, 15, 20, 25, etc.) accident-free records.

Capital Paving is excited to announce that we have been awarded Canada's Best Managed Companies - Platinum Member for 2024
In May 2024 Capital was invited to join the Region of Waterloo to accept their award from the Ontario Public Works Association (OPWA) for Diversity, Equity & Inclusion. This award was presented to the Region of Waterloo for the work on the Fischer-Hallman Road Construction project, specifically the implementation of the Indigenous Service/Engagement Model.
Capital was the General Constructor for this project, that included the sub-contract of all the archeological work to WSP, with oversite from 2 first nations groups, Six Nations of the Grand River and Mississaugas of the Credit First Nation. In speaking to the archeologists at the awards banquet, the thousands of artifacts that were found at this site are dated from the 1400’s!
Rob Smoke oversaw this project as the Project Manager from the initial contract award in 2020, to the final surface asphalt lift in 2023!!

CHIEF EXECUTIVE OFFICER
Geoffrey Stephens is the CEO of Capital Paving and he has over 30 year of experience in the industry. Geoffrey started from the ground up, working in all sectors of Capital. Geoffrey takes pride in his business and leadership skills he attained through his Business Administration degree from Georgian College. Capital Paving is a second generation family owned business and has grown significantly over the years.
Geoffrey has also expanded his interest in the infrastructure industry by investing in Fowler and is one of only two shareholders in the company. Together the two companies employ over 800 employees.
President
Jim Kelly is the President of Capital Paving and a licensed Professional Engineer with over 36 years’ experience in the construction business. Jim is a graduate of St Francis Xavier University and Technical University of Nova Scotia. He has a managerial background in provincial, municipal, ICI and private heavy civil construction projects. He is currently a member of the Executive Committee of the Ontario Sewer and Watermain Construction Association and sits on the Board of Directors as a member at large.
Jim is also a member of the Board of Advisors for CPATT at the University of Waterloo as well as the current President of the Central Southwest Heavy Civil Construction Association and a Past President of the Conestoga Heavy Construction Association.
Construction Operations Manager
Rob is the the Construction Operations Manager and is responsible for managing all major public and private contracts, as well as ensuring the financial stability of the division itself. Rob works closely with resource managers, quality control managers, project managers and supervisors to facilitate the successful completion of each project Capital undertakes.
Rob has completed projects ranging in size, scope, complexity, and profile throughout his 19-year term at Capital. These projects include: interchange construction, highway widening, highway resurfacing, highway reconstruction, grade separation, intersection improvements, rail corridor management, major utility relocation, dewatering and culvert installation, etc.
Infrastructure and Development Manager
Evan is the Infrastructure and Development Manager, and along with Rob Munro is responsible for the day-to-day construction operations and Capital Paving. Evan’s primary focus is the growth and development of the Sewer and Watermain Division, as well as generating new business opportunities in the municipal and ICI sectors.
Evan is a graduate of civil engineering program at McMaster University and a member in good standing of the Professional Engineers of Ontario. He is a current member of the board of directors at the Conestoga Heavy Construction Association (CHCA) as the Social Director.
Estimating
Manager
Rob is the Estimating Manager with more than 30 years of construction experience, having started on a paving crew after graduating from Mohawk College with a diploma in civil engineering. In 2000, Rob joined the Capital team as an Estimator, and today he leads the Estimating Department. Having more than a decade of field work under his belt uniquely positions Rob to mentor and develop new and experienced estimators. He is also a member of Capital’s Senior Construction Operations Team and a member in good standing with OACETT.
Quality Control
Manager
Mark is the Quality Control Manager at Capital Paving. Mark has 24 years of experience with the production and testing of aggregate, asphalt, and concrete products. He has received training and certification from the American Concrete Institute (ACI), Canadian Council of Independent Laboratories (CCIL), Asphalt Institute, John Emery Geotechnical Engineering Asphalt Technology Course, and Ashbrooke Quality Assurance International. Mark currently sits on the Ontario Asphalt Pavement Council (OAPC) Technical Committee and the Ontario Stone Sand & Gravel Association (OSSGA) Specifications Committee.

John is the Asphalt Operations Manager at Capital Paving and is a member of Capital’s Senior Construction Operations Team. John is a graduate of the Civil Engineering Technology program at Conestoga College and is a Certified Engineering Technician with the Ontario Association of Certified Engineering Technicians and Technologists. As the Asphalt Operations Manager, John manages the production, transportation, and placement of all asphalt material at Capital Paving.
Director of Lands & Resources
George is the Director of Lands & Resources for Capital and is primarily responsible for all land related activities, managing and acquiring aggregate resources, ensuring environmental permits/approvals are in place, and securing the company’s energy needs. George has a Bachelor of Engineering Degree from Toronto Metropolitan University and is a licensed Professional Engineer in Ontario. George is also very active in the aggregate industry and community related initiatives. He currently serves as Director on the Board of the Ontario Stone, Sand & Gravel Association and was Chair of the Board in 2020. He also serves as a Director on the Boards of The Ontario Aggregate Resources Corporation (TOARC) and the Grand River Conservation Foundation (GRCF).
In 2014, the ownership team at Capital Paving became a fifty percent shareholder of Fowler Construction. Fowler Construction is a Northern Ontario-based construction company in the Muskoka area.
Our two companies now have a strong operational link to offer the highest quality products over a much larger geographic area.
